Progress at the Penfield? HUD seems supportive of St. Paul project
While longtime observers of the project may be skeptical, St. Paul officials say that behind the scenes, the Penfield apartment plan downtown is gaining traction.
Five local construction companies met the city’s Aug. 10 deadline to respond for “pre-qualification” for the $54.5 million proposed project. Current plans outline 256 market-rate apartments and a 30,000-square-foot Lunds grocery store on a vacant full-block site in downtown St. Paul.
“We received an invitation letter to submit a firm application from HUD [the U.S. Department of Housing and Urban Development]. That means that HUD has approved the basic underwriting of the rents and expenses,” said Janelle Tummel, a spokeswoman for the city’s Planning and Economic Development (PED) department.
In an unusual move, the city of St. Paul stepped in as the project developer after the concept had languished for years. The city received the letter from HUD on June 21, she said. The city is hoping to use a HUD program to insure the project’s financing.
“It’s kind of a guarantee for the financing,” Tummel said.
But it remains unclear how the project will be financed.
“Things are just still in flux and still being put together. We don’t have specifics yet. Things are still in the works,” Tummel said on Monday afternoon.
The five local companies that responded to the city’s request for pre-qualification are Hopkins-based Frana Cos., Golden Valley-based Knutson Construction Services, Minneapolis-based Kraus-Anderson Construction Co., Eagan-based Shaw-Lundquist Associates Inc. and Richfield-based Weis Builders.
General contractors must have experience working with “HUD section 221d(4) design standards and requirements,” Tummel said. The HUD program provides insurance for multifamily projects.
Tummel said the city hopes to submit a “firm application” for financing to HUD in October. The goal is to start construction in spring 2012. If that schedule holds, the project would open in fall 2013.
